I would not make a hoop skirt. I got one for a play and let me tell you, there's a reason they went out of fashion. You can not get in the car. You can not fit through the doors. No one can get within three feet of you. And they are completely natural. The dress has a beautiful shape and want to give a fullness very little to show off the skirt. I would go with a crinoline / slip that is complete enough to fill the skirt – any bridal shop may show some options with different amounts of "poofiness" so you can find the right size for your lap.
